The Harvey County Partnership/Communities in Schools (HCP/CIS) is designed to support community agencies' efforts in providing education, counseling and programs for youth in the prevention of tobacco, alcohol, drug use and juvenile crime. As the designated local planning council, HCP/CIS helps to identify community needs and through collaborative efforts with other agencies, provides a plan to meet those needs.

The organization also provides information and referrals to agencies and those in need of health, employment, social and educational services through a Community Resource Center.
